Your biggest energy line is running on a timetable

Heating, cooling and ventilation account for the majority of what an office building consumes. In most buildings, they are scheduled rather than demand driven.

What the research found

Data from the US Energy Information Administration's Commercial Buildings Energy Consumption Survey puts space heating, cooling and ventilation at roughly 57 percent of total energy use in office buildings. It is, by a wide margin, the largest controllable line in the bill.

An ASHRAE funded study published in Science and Technology for the Built Environment modelled CO2 based demand controlled ventilation across four climate zones. It found HVAC source energy savings of 9 to 33 percent, while still meeting ASHRAE 62.1 ventilation requirements between 96 and 98 percent of the time.

In other words, ventilating to actual occupancy rather than to design occupancy saves a material amount of energy without trading away air quality.

What we see happening

Hybrid working broke the assumption that building schedules were built on.

A conditioning schedule encodes a prediction: this floor will be occupied at these hours by roughly this many people. That prediction was reasonably accurate when everyone came in five days a week. It is now wrong most of the time, in both directions. The building spends the same on a 20 percent Friday as on an 80 percent Tuesday, and on the Tuesday it may well be under ventilating the busiest zone while over conditioning an empty one two floors up.

What makes this urgent rather than merely wasteful is that the same instrumentation now serves three masters at once. Energy management wants occupancy to reduce consumption. Wellbeing wants CO2 and temperature to defend comfort. Compliance wants both, documented, as European building and sustainability rules tighten. Historically those were three separate projects with three separate budgets. They have collapsed into one sensor layer.

Our expectation is that within a few years, running a large office on a fixed conditioning schedule will look the way running one without submetering looks today: not illegal, just indefensible.

The sequencing matters more than most organisations expect. The temptation is to start with automation, because that is where the saving is. In practice, automating against an unmeasured baseline produces a saving you cannot prove and a comfort risk you cannot diagnose. When somebody complains that the second floor is cold, you need the reading that shows whether it was, and whether your own control logic caused it.

There is a governance point here too. Demand controlled ventilation touches air quality, which means it touches employee health, which means it will eventually be questioned by someone with standing to question it. Doing it with per space measurement and a documented record is what turns that conversation from a risk into a straightforward answer. Doing it blind is how a good energy project acquires a bad reputation.

What this means for how you run a building

The sequence matters. Measure first, then automate, then report.

The honest caveat

Both sources deserve qualification. The EIA figure comes from 2018 survey data covering 6,436 building interviews, and it describes the US commercial stock, which is not identical to a European portfolio in either climate or construction. The ASHRAE savings range is the output of a simulation across four US climate zones, not measured results from occupied buildings. Treat 9 to 33 percent as a plausible band that tells you the opportunity is real, and build your business case on your own metered baseline.
